Terence’s sharing is an interesting one. This was about how he spoke to a few business owners who were not impressed with the apology saying that when they missed a business filing or acra registration by even an hour they get penalised or fined but here is acra making a big boo-boo and we should just moved on with an apology and there should be more accountability. Should heads roll or should the agency be penalised? (I personally think whoever is inside acra should be taken to task for misunderstanding the circular for downplaying the seriousness of this, and I mean senior management in charge of this project who gave the instructions or green light it not the programmers) This in turn gave me much food for thought. Perhaps it’s the expectations of accountability that will be demanded by the public that creates such a system where our govt is very reluctant to apologise for mistakes, giving condescending replies first till a public outcry ensures. Once they apologise it shatters the perfect image they had sculpted. The govt should aim to be more transparent and open to criticism/feedback, not just dismiss genuine feedback from the public. (In this case, an experienced investigative journalist)

Any long term problem , the voters are partly to be blamed for condoning . Ultimately, even if a ruling party has failed, the ultimate responsibility is still the voters if they condoned or dare not hold the ruling party accountable

When ACRA was implementing the Anti Money Laundering Policy, they never explain to the stakeholders. Everything was on the website, nobody from ACRA came out to explain. ACRA just expect you to work out the details by yourself.

NRIC is not like a name in that names alone cannot uniquely identify. Many can share the exact same name. Nric is a code that uniquely identifies a person in sg

I hope the change is not because hackers have access to all or most singaporean's NRIC or such leak was detected reactively. Is there secrets hidden from the people?

I have been a DPO since the first era when PDPA first launched. NRIC is literally the highest confidentiality personal data. Based in the latest stance, basically it also means all other personal data (medical conditions, banking/financial details, children/family details) all have grounds to someday be justified for public access. This is mindblowing crazy, also what then is the point of having PDPA at all. I just feel sad that they have to dig such a big hole to cover up a smaller hole.. Its very obvious that it was an unintentional data breach (of epic scale), but they could have just admited the truth and apologized and moved on. Afterall, singaporeans are not allowed to protest and the higher beings wont be asked to do the hari kiri..

Correct once it is accepted that nric is public, then your birthday is public, who your parents are are public, and so on

I completely agree-just an apology is not sufficient. If something of this magnitude were to happen in a private company, more than one head would roll. The civil service seems to have a culture of job security regardless of performance, which can lead to complacency and coasting. This lack of accountability might be why such serious lapses, like the NRIC data breach, occur. The civil service needs to embrace a stronger sense of responsibility and higher standards for performance. Clear consequences for negligence or subpar work must be enforced to ensure that those in charge take their duties seriously. In this case, lives and sensitive personal information are at stake-this is not a matter where "business as usual" should apply. Real change is needed to rebuild trust and show that such incidents will not be tolerated in the future.

there has never been accountability in PAP.. remember when Mas Selamat escaped from Prison.. yet the Min of Home Affairs Wong Kan Seng kept his job.. it was not merely a data issue.. its a security issue for a detained terrorist to be running around freely in Singapore

Whilst ACRA is exempted from PDPA, if it is negligent in protecting the data, this exemption doesn’t apply. It applies because previously corporates/businesses/legal reps require the function to conduct due D. However, if anybody’s NRIC can be retrieved during that few days without proper access control, then that is negligent.

All Singaporeans and PRs born on or after 1st Jan 1968 are issued NRIC numbers with the birth year as the first 2 numbers. And PRs keep their NRIC number after converting to a citizen. So it's not true that only citizens have their birth year in their NRIC. The last character of the NRIC number is the checksum. So if you have the masked NRIC and their birth year (hence with 2 digits left to guess), you can further reduce the 100 combinations (00-99) by checking which numbers would fit the checksum.

Contrast this case with public ramifications to that of SingPost Board's firing of 3 top executives for gross negligence over governance towards "one" contract partner. Its a real shame. While demarcating identifier vs authenticator may be possible in the digital realm, NRIC carries both identification and implied authentication highly pervasive in non-digital interactions, otherwise whats the point of holding an ID. The bigger question then really is how the use of identity documents like NRIC and Passport have changed, navigate the society through rationale and change management. Unmasking of ID nos is a far subordinated initiative at the tailend of the change process. They have harped on the wrong sequential priorities in the entire transformation process.

Actually pm and ministers goes on leave all the time, just that it isn't usually announced publicly. Usually just announced in Government Gazette and published internally, to instruct about who covering duties and such.

There is actually a mathematical formula to calculate your nric number from your birthdate. My jc math teacher taught us that in one of his lessons. But cant remember the formula, it was like 32 years ago
