I've heard that the HBr/ROOR reaction only works for HBr but not other hydrohalic acids. Is this true? If so why?

this is due to the fact that the HCl bond is too strong to be broken to produce free radicals ( bond energy is 430.5 KJ/mol) while the bond energy of the HBr bond is 363.7 KJ/mol. In case of HI, although the H-I bond is broken pretty easily via homolysis, the iodine atoms so produced immediately react to form iodine molecules instead of attacking the double bond of the carbon atoms in alkene.

Because we want Br• radical for our next step, where it attacks the alkene. Some of the R-O• and some of the Br• do combine to form R-O-Br, but that is not required for us at the moment for the reaction. Hope it helped

Markovnikov and anti-Markovnikov rules and yes, the more substituted / less hydrogenated carbon gets the Halogen in Markovnikov fashion ( not in presence of peroxide’s ROOR )
