The trains were pulled by two electric locos but only one had the pantographs up. Is the other one not working or can they somehow get the juice to the other loco?

The Loco in Trail is shut down, in this scenario a Single Loco can haul the load. Twin Locos usually work with Fully loaded Coal, Cargo and Container Express.
