Shikamaru WASN'T out of Chakra, he didn't want to put out the effort to go further into the match. His goal from the start after realizing what kind of person Temari is was to knock her off her high horse and deal a blow to her ego. He could've won this if he cared to but he didn't. He also knew something was up with the sand village the entire time. He saved his chakra for when the inevitable happened which is why he was one of the few NOT caught in genjutsu

I so dearly love the fact how that single push at 0:18 from Naruto defined Shikamaru for the rest of his life. That single push propelled his career to a Chunin ahead of everyone else, put Temari on his path as a love interest and consolidated Naruto's position as his best friend. If memory serves me right, the manga explained that Shikamaru can use other shadows to extend the length of his, but not use their total volume. For example, if the diameter of the shadow cast by his coat in the air had a diameter of one meter, his shadow can "skip" over that portion and essentially extend one extra meter.

Sometimes, he needs to create shadows where there are none, and in order to do, so he must use volume from is own shadow to make up the difference. At least, that is how I see it. There may be other factors such as the intensity of other shadows or how thin Shikamaru can make his, but those are beyond what I know (and possibly beyond what has been explained by the author).
