They were the vast majority before the influx of jews to the country (an influx made without their approval and without consulting them), and those who left in 1948 and later on (for instance in 1967) have never been allowed to return. Not even as tourists neither to Israel nor to Palestine (they can not enter Palestine because Israel controls the borders and doesn't allow them in). I work as a tour guide in Jordan and I have worked with people who owned houses within the borders of current Israel that have never been allowed to even see them (expect through google maps these days).
