it’s a transcription, usually composers might just put it in a 6/8 key or akin to it at this slow a tempo because it’s hard to read ultra slow quarter notes

Usually when they do this it's played as an encore at a competition and he has a mic, but this was played in a warm up lot so there's not a need for a mic bc theres not a large audience
