I think it represents just how easy it is for them to change reality, but it's funny because snapping is difficult for some people. It'd be funny for a reality warper to try it but then discover even with all their reality warping powers they can't properly snap their fingers. Also, bill tipping his hat and thereby tipping reality was a really nice alternative to finger snapping, that demonstrates the same ease of reality warping, but without being cliche.
