The mess that Scotland is in regarding non-existent or non-provable deficits accepted as fact is a direct result of Tory implemented GERS report from 1992 which was and is a politically motivated report that masquerades as a relevant statistical analysis of Scotland's income and expenditure but follows no accepted accounting practice or procedure. Its base methodologies have been criticised from day one. The Secretary of State for Scotland Ian Lang (1992) used GERS as a means to "undermine the other parties", as "this initiative could score against all of them" in terms of independence and Scotland's ability to stand on its own. Although GERS has improved in the quality of data and data collection it still by design underestimates income and overestimates expenditure attributable to Scotland and will always tend to show some form of deficit.
