Being from Assam, here is my opinion- Scammers like Bishal succeed because of the "immaturity" of our people. People are either crazy for government jobs or on finding shortcuts to make more money, that's it. Use emotions as your tool here and people can be fooled very easily. The general public of Assam is very innocent, they are not exposed to such heinous crimes before by thier own fellow people. I guess this is a big lesson.
