talking about the promotion skill. Honestly the ability is fine....its just way too cheap. There is no issue with getting 1-2 lvl 3 units....its that you can get like 6 super fast that really makes it problematic.

I think the power budget of being able to make a super important unit level 3 immediately is a bit too strong (such as a Vulcan or Atlas). Maybe gating it by supply or something would be a good idea?
