From how I saw the end: the balloons are just other people who couldn’t handle their burdens and fell along the way, as you could see, they didn’t have as many burdens as NF or Hopsin. Also, don’t know if you didn’t notice, but after NF met Hopsin, they started going down the mountain. That being said, maybe the other balloons, aka other people couldn’t make it that far cause they were farther down the mountain.
