Problem, that black hole (wind tunnel) is a double edged sword. The more he uses it, the bigger and stronger it gets until it eventually consumes him. Plus, if he absorbs anything that carries poison, he to becomes poisoned.

Jiraiya, while being a massive pervert, has probably one of the saddest reasons as to why. He longs for a romantic connection he could never have with Tsunade, and while she is single, he respects how much pain she felt when she lost the love of her life, and now just does as much as he can to protect her. That scene when he left Konoha before his death was like an "I love you" from both sides that they could not say.

One character I'm surprised was not on the list is Happosai from Ranma 1/2. He's the founder of the anything goes martial arts that Ranma uses, can turn invisible, grow in size and has many other technique's. He's studied many other forms of martial arts, trained many characters in the show, including Genma, Ranma, Ryoga and has even won against Cologne. His perveness is up there with the likes of Roshi. If you haven't checked it out, I'd suggest watching it.

Honorable mention: Issei, from High School DxD. Actually, he’d easily rank higher than Mineta, possibly in every category. At the very least, I can say that I don’t find Mineta anywhere near as cringy as I find the things the show has Issei do. The man literally sings a song about boobs… to children no less. Yet, regardless of the things he actually does, he has the potential to be one of the strongest in his universe, is rewarded with his own harem, and the only male competition for his girls aren’t even that. There’s the asshole who already has a harem of perfectly good, mostly adult, women; the adult teacher, who I barely remember; a comrade who started out around the same time and level, but he’s someone’s bitch; a shy femboy, and a pretty boy who is never confirmed to like anything but swords. Needless to say, he’s perfect for this list. Honestly, a good amount of the main cast would probably place well on this list. Sometimes, the girls have just as little shame as Issei, and they’re just as powerful.

Mineta by himself is functionally useless, but he could good in a hero team. His quirk can create a strong adhesive to hold up collapsing buildings and bridges, as well as create tools from debris. Combat wise those balls are strong enough to restrain buff all might making it a great capture tool, the only way to get them off is through fire or ice, or waiting the 3 hours
