As soon as the cop pulled up he started his tough guy attitude. And I wish people would say f*ck you and your officer safety when they bring it up. Us as citizens don’t give a damn about officer safety. If the officer doesn’t feel safe then he should go somewhere else and find an easier job. But harassing citizens minding their own business is not what we pay cops to do.

They’re basically getting paid to arrest as Many people as possible; not to protect the community and DEFINITELY Not to serve the community. It’s a Self-Sustaining problem - the more they violate your Natural & Civil Rights…the more secure their job is from Lay-offs.

The summer burn ban must be strict in Washington because they have forested islands that are difficult to access. And the law might stupidly apply to the entire State. Canadian Gulf Islands to the north it's normal for a month of not even electric tools permitted outside. We have to be strict about this - yeah even a jarred candle on asphalt - because we can't have idiots testing their own judgment about what they imagine is safe. Cop was not genuinely concerned about the "reckless burning", as he disregarded offers to extinguish and gave no lecture on the topic.

@@pandoratheclay My understanding is that if the right of an individual is not clearly established then the official who violated said right is immune to litigation. But the way it's used seems to me to be something more like "If the official had no knowledge of a possible rights violation then they are immune". But often it lies somewhere in between. They use case law rather than the constitution also which means "clearly established" doesn't mean "written into the freaking constitution" it means "we've gotten in trouble for this before" because of the case law. That's just part of my understanding at least. It's made even worse by not teaching cops our rights under the constitution. The term should read be called "ignorance immunity" but then they'd be too apparent in their hypocrisy as "ignorance of the law is not an excuse for violating it"..

It wasn't over 4 candles. That was the justification. The cop didn't like that a law abiding citizen was telling him to back off of violating his rights. Too many cops see themselves as some sort of lord in the streets and they often take exception to anyone who challenges their "lordship."

That will never happen because of “Qualified Immunity”. The system allows the police precinct’s “Internal Affairs Department” to investigate their officers conduct and will always determine the police officers did nothing wrong. This only enables and continues bad cops to harass innocent people.

Imagine if instead of this. The police officer would have just asked :"Hey, how you doing, what's going on?" Gotten the answer, just sat down with him and said "Sorry for your loss." Would been such good publicity for police.

Yes if you are a person capable of empathy and compassion if you see an individual sitting at a park bench in the dark with lit candles you might first suspect that the individual is not mentally well, in this case it was grieving, but other cases might be that the person is depressed or something like that... But yes why couldn't he just treat the dude like a normal human being is the real question here. The officer here should have been concerned about the individuals mental health, not about whether he has committed a "crime" by lighting candles wtf? That is just the biggest BS accusation first of all. He just wants to get that guy in trouble for no reason because he's a bully. A cops job is not only to arrest people for crimes, sometimes their job is also about looking out for their fellow human beings if they see a person who might be suicidal for example, to step in and help in those scenarios. If they patrol an area it should be because they are there to make that area safer, not to be "looking for bad guys". A cops job is to serve the community, and make the community safer and better. This cop clearly is not capable of understanding the big picture of his job, as he is probably only a cop to be a bully.

What about the hostility from the 2nd cop? "Are you causing trouble?" That is a pointed implying statement. As opposed to. "Good evening, I am Officer XYZ. What's the situation here?" No accusation. Allows people to affirm their stance and doesn't make it a zero-sum game... Not to mention that you would think that in a small town, your sergeant would inform you of matters like vigils during roll call/muster... I wonder if these officers would like their family members treated like that...hmm🤔

I cannot come up with any other reason for their overwhelming smug indifference to tyrannical bully cops. This particular example bothers me a lot. How can the LEO not recognize a candlelight vigil, or be so unaware of a significant event within the community? He must consider himself to be outside (above) the community he patrols. It would seem his power tripping ego negates a citizen's grief, from his point view. They show disdain for the public, then act butt hurt and indignant when the disdain is reciprocated.

@@vin1882, her "are you causing trouble" at first -- to me -- sounded like she knew the guy and it was being said in more of a friendly, kidding manner. I was then a bit baffled by the way that sounded when it turned out he knew her but she didn't know him. Regardless, I'm on the young man's side totally but she didn't sound like that was an intimidation tactic. I think she drove up and saw him just sitting there and realized this was going to be a nothing burger, as the saying goes.

I disagree with that assessment. If you pay attention to her tone, the “Are you causing trouble?” was jovial at worst. She obviously knew he wasn’t and was making light of that fact to ease the tension.

Sadly, That's the reaction most citizens sitting on a park bench anywhere in this country doing the same thing would receive from law enforcement- Lot's of attitude & arrogance & unlawful demands. I was surprised that things didn't escalate during this encounter with the young man going face down on the pavement with cuffs on. If the supervisor had not arrived no doubt he would have.

The male officer deserves an F grade. The only reason that the situation didn't get violent is because the female officer de-escalated it. "What does it look like?" offended the male officer, but it is a question he really needed to think about before he did anything. It looks like candles burning after a vigil. It doesn't look like a man trying to burn down buildings.

@@youngreap1564yeah she should have, but unfortunately the nationwide trend with cops seems to be that when officers question their supervisors, or other more experienced cop, or even other cops period, they are considered to be rats, traitors, and they’re shunned/verbally abused/maligned and even in extreme circumstances, physically assaulted. This trend or whatever you want to call it needs to be reversed immediately. If the so-called “good cops” want to be recognized as not one of the “few bad apples” as they like to say, then they need to refuse to allow other cops to act in a tyrannical way and they need to stand up to any and all cops not upholding their oaths of office.

In fact, I think it says a lot that instead of getting a biased story from the other officer she went right to the victim to allow them to explain whats happening and never really backed up the other officers behavior outside of the use of the light.

Mora is nothing but a bully and a tyrant. He’s completely unprofessional. Has zero deescalation abilities. He immediately began to accuse and antagonize this nice man having a bad day. Mora lacks all the necessary skills to be a competent officer. He has a fragile ego. And he only backed it down when the female officer arrived because he knew he was wrong as he lied about what he actually said. Mora is anything but reasonable, helpful, approachable, and lacks even an iota of empathy. Disgusting conduct. Thank goodness the female officer arrived and was 100x better officer.

It's pretty clear the cop was just abusing the candles as an opportunity to manufacture an incident to GET TO arrest Rayshaun, but to be fair, cops are indeed actually trained to be paranoid and assume that they're constantly surrounded by threats and that EVERYBODY is an armed and dangerous wanted criminal. 🙄 What a sad way to live. 😒

Citizens are allowed to not be constantly happy-go-lucky and allowed to be upset, angry, and have attitude. It is the cops job to be professional and lawful. Im so sick of people needing to follow the law to a tee and act like the people of We Happy Few and act happy and righteous at all times and yet cops are allowed to go as far as shooting someone over their ego and they get a PAID LEAVE. The justice system is still a joke, and it stopped being funny a long time ago.

It's the same in any profession. I've had to deal with rude and abrasive customers in my profession, were I in my own time and someone spoke to me like that I would tell them where to go, but as I'm on the clock and representing my employer, I've had to bite my tongue and be professional. Public servants should be held to an even higher standard than that, especially cops where it's expected that they will recieve verbal abuse during the course of their duty. If you're that thin skinned that you can't let trivial shit like this slide off your back then yoy need to get a job flipping burgers.

The cowardly officer was just being an absolute prick and giving unlawful orders. For many cops, people who invoke their rights are "one of the crazies" and should be jailed for obstruction. This hits close to home. Literally! It's the first video that I have seen that pertains to Washington State. I wish more videos would spotlight (pun intended) actions of police around the Northwest. Since I live within minutes of where this took place, I am pleased to see that our local laws are being displayed here. Thank you for focusing on police actions that affect local problems.

You're forgetting the brutal reality of what happens when that assumption is incorrect, when you assume someone is innocent, who isn't, Lives get taken, if you think I am going to put my life at risk not being CERTAIN you're not a threat when I roll up, you're a fool and you will be the first officer on a table in the morgue. Shortsighted and under experienced viewpoint. When your life may potentially be on the line, yes, you are more careful and you should be. With that being said, I am NOT defending this cop, or other cops who misuse this to do what they want, there is a line of reasonable action.

@@LizHellsing I worked in community policing and it’s part of the job to actually get to know the people in the area you’re policing. Community relationship building. Some police forget that… you can speak to people just to be nice, to say ‘hey’. I would have just asked how he was going, no need to interrogate if there is clearly no crime happening.

When I was 9, my mom, her best friend with her baby in a stroller, my 15-year-old sister, and her 15-year-old friend were walking home one day (this was in 1982). As we walked by the park across from our house there were police officers pretty much beating up and arresting 4 black teens because they were in the park after it closed. We all stopped, and my mom said, "Dear lord what are they doing to those kids?" One of the officers told my mom, "Mind your own business (insert a derogatory name for Hispanics) before I arrest you too!" As we walked away my mom told her friend she was going to call the station when we got home. Next thing I knew my mom was in a headlock and the officer punched her in the face. When the rest of us cried out, they started manhandling my mom's friend, my sister, and her friend and arrested them for obstruction, and disorderly conduct. It was 9 pm, and those bastards put them all in the cop cars and drove off, leaving me (again I was 9) alone with a 4-month-old baby in a stroller. I was terrified, but thankfully I just had to get across the street to get to my house. My dad flipped when I told him what happened, and he immediately called his brother, who was a judge at the time. My uncle got in touch with a really good lawyer, and my mom and everyone else were out of jail by morning with all charges dropped. My mom and her friend didn't just let it go. Mom testified for the 4 teenagers that the cops were originally assaulting. The teen's charges were dropped after the 3rd day of testimony, and the lawyer my uncle referred filed a lawsuit for all the victims. The officers were firedi mostly because they left a 9-year-old and a newborn alone at night, instead of finding a family member to collect us. I won't disclose how much my mom got in the settlement, but I will say it was enough to buy a house in a nicer area and pay for my 2 older siblings and me to get our bachelor's degrees, allowing us to graduate without debt. Sadly, there was another horrific incident at the same precinct that caused the torturous death of a young Hispanic man. This caused 1 police plaza to finally do something about the corruption in said precinct. I always said to myself growing up that things would change as officers got better training, and times were changing. Well, I am 52 now and it hurts my heart that a lot (but not all) police officers still resort to violence, especially when dealing with people of color. Oh, and 43 years later these 4 teens still send my mom birthday and Christmas cards every year.

My first impression when I saw this, was that this White cop saw a young Black man sitting alone, basically in the dark (a dimly lit area), and decided to harass this young man and escalate the encounter into his premeditated act of violence…even killing him…and then make up any story he wanted to because there would be no witnesses. Walking over there, for clearly no reason, from half a block away, shining that blinding light directly into the face, and then immediately confrontational, and verbally aggressive. All red flags to me as to his true intentions.

More mild story, but one of my roommates wasn't available for a few hours. She skipped work that day, and the employer called the police, claiming possible missing person. Officer comes knocking on our door asking about our roommate. I answered pretty candidly, told them she was gonna be at the casino for awhile. Check back in a few hours. They asked to search the house, I declined respectfully (well within our right, police have a bad habit of destroying houses when conducting searches). Great, they leave and we move on with our nights. We get another knock not even an hour later, asking about our roommate again. Pointed out that it hasn't even been an hour and she won't be home for awhile, and to check back in a few hours (Same thing we said not even an hour earlier) One of the officers seemed to be getting agitated and kept pressing the subject about searching the house. That's when we asked if they had a warrant. One of the officers wasn't happy, started questioning me and my other roommate. Started saying stupid shit like "Well if she's dead in there (while waving his fat sausage finger), then the blame would pass on to you, and then off to YOU". I laughed in the fuckers faces, since they were obviously trying to intimidate us and out of line legally. Pointed out that "exercising our 4th amendment rights doesn't warrant probable cause, nor does it incriminate us". After some mild bickering, officer straight up says "just let me inside". That's when my third roommate chimed in and said "no, just leave us alone" That's when they proceed to shine a massive headlight into our house for the next hour. We call up our roommate to come home early, and she did. After coming back from the casino, they figured trying to further intimidate us was pointless. They left not long after. Cherry on top, they described me as a "belligerent asian". So pathetic it's actually funny. Our roommate that skipped work doesn't need a babysitter, plus we already told them to check back later. She's only been unaccounted for less then 3 hours. It’s not our problem to deal with, don't harass and intimidate random people because you're impatient.

The man on the bench did give him attitude right from the start, telling him to turn the light off instead of just replying "hi" back. Unfortunately, it is because of fear from the majority of people. Many are afraid and ignorantly believe they have to just do what a peace officers says because "IT'S THE LAW!" And as a result of this, peace officers feel that it can be justified because so many have simply complied for so long. This forms the "ILLUSION OF TRUTH!" I was once informed by an attorney I had on retainer that, "police DO NOT know the law! They ARE NOT LAWYERS!" This is why most of these cases get dismissed or overturned. Officers, in most cases, have very limited knowledge of the actual law. Thus it is wise on the part of the citizen to know their own rights, and not simply trust that the police have your best interest at heart. They are seeking to gain as many arrest and write as many tickets as they can, that is how they get paid!

Their training comes from another country. They are actively taught to escalate. Our trainers are sent there for training.

Poor training. This is what you get when you can become a Police Officer with 15 weeks of training. Sometimes less. In real civilized nations it takes AT LEAST three YEARS to become a police officer.

“If you want to talk to me like I’m dumb…” is very telling of the fragility of that police officer. He went into that situation with a chip on his shoulder and it didn’t take a whole lot to make him feel threatened that it was about to be flicked off. He was looking for an excuse to puff out his chest. People like that have no business being police officers.

You notice how the officer's hand keeps dropping? That's a "Reaching for a gun" movement. It was VERY obvious the reason he kept saying "You want to go there??" And constantly trying to escalate, rather than de-escalate, was that he was looking for an EXCUSE to shoot. He called the second officer to use as his excuse as well. "If this other officer backs me up I can kill this person without getting in trouble." It is not inconceivable that, once back at the precinct, this guy got in the face of the fellow officer to scream at her for not "Backing him up"
