​@@snorb1tz What "problem" are they attempting to say that compulsory speed limiters will actually "solve"? Traffic accidents? Severe injuries? A person can be run over and severely injured or killed by a vehicle traveling as little as 5mph (8kmh). To the question of how something like that could happen, here's a case in point. My sister was driving at about 5mph up an alley and nearing the end of it. A young girl came flying around the blind corner on a bicycle, head on with my sister's car. *Both* reacted fairly quickly, indeed, *overreacted* due to the severity of the situation, by slamming on their brakes. That caused a problem because the alleyway was *not paved*. It was dirt and sand, with a scattering of rocks/gravel mixed in. My sister's car did not have anti-lock brakes, though I don't know how much difference it would have actually made in this particular situation, as the highest speed vehicle was the bicycle which, of course, didn't have ABS. Anyway, both slammed on their brakes, and both slid. The child lost control when the bicycle slid and she and the bike disappeared down below the hood-line, which convinced my sister that she had just run over a child. She got out of the car and ran around the front, to find that the bicycle had gone far enough under the car that it was partially crushed, but the child hadn't. I can't remember if she was pinned or not, but my sister backed up off the bicycle as the child's parent came running up. The parent had somehow seen what had happened and didn't blame my sister at all, and said not to worry about the bicycle, it was her kid's fault and she was just happy her kid was alive. So, no deaths or serious injuries that time, but that's basically luck, as 1mph difference in speed of either vehicle or my sister or the child not reacting quite as fast, could have resulted in serious injury or death. The point being, that cars *can* be dangerous at *any* speed. This got really long. The short version is that I don't think putting speed limiters is actually going to prevent accidents or make driving less dangerous. It might actually end up causing *more* accidents, and make driving even *more* dangerous. The extended version is *very long*. ************************ LONG version below ;) *********************** Most accidents happen in cities, where speed is already reduced to much less than the maximum speed of the car. Most happen in residential areas and small rural roads, fairly close to home. So putting a cap at highway speeds would not prevent most accidents. Also, at highway speeds, sometimes you need to hit the gas in order to *avoid* an accident. So you can't reasonably limit the speed to the posted highway speed limit, without potentially causing accidents that otherwise wouldn't happen. And since the limiter can't be set to the actual speed limit, then everybody would have the option to speed up to the point of the limiter anyway. And I believe, if all cars were limited to, say, 10 mph above the speed limit, even *more* people would just go ahead and drive at THAT speed, feeling that (since their car was speed-limited) they couldn't really be considered "speeding". In town, that problem would probably be even worse, especially during "rush hour" and/or on high traffic roads. Because in those situations, there are really 3 types of drivers. 1) drivers that try to rush *ahead* of the pack 2) drivers that prefer to drive *with* the pack 3) drivers that will drive *at the speed limit or less*, and don't care what the rest of the pack is doing. That works reasonably well, because the people that want to speed ahead, quickly get ahead of the pack, where they present less of a danger to *the pack*. While the main pack will generally just go the same speed as each other, whatever that speed is. The slower drivers are quickly left behind, so both the faster drivers, and slower drivers, are quickly "separated from the herd" and each group ends up playing by their own groups sort of rules. But... If you set a speed-limiter on the vehicles, either *at* the posted speed limit, or slightly above... Then suddenly you have a mess where the most *aggressive* drivers are mixed bumper to bumper with the regular *drive-the-same-as-the-rest-of-the-pack* drivers AND what would normally be the *slowest* drivers. "Pack leaders" will STILL be determined to get to the front of the pack, but since they can't quickly just outpace other drivers, they will have to constantly "jockey for the best position", and since the pack will be even more dense (because nobody can quickly outpace each other) they will have to take *even more risks and chances* to get ahead. And the resulting mess is likely to force the low and medium speed drivers out of their comfort zone on a regular basis, which will increase stress, distraction/confusion, and likely force slow and medium drivers to speed up and drive more aggressively in order to survive. It also is likely to "train" drivers to just put the gas to the floor. I mean, *why not*, if your car is speed limited to the posted speed, you'd never really have to worry about speeding, right? So just floor it all the time, get up to the limit, and stay there. I used to commute to a large city every morning, and the closer I got to the city, the more drivers I'd drive who were effectively just like that. They'd pretty much punch it at *every* stop light, trying to get up to the fastest speed they felt they could get away with, as quickly as possible. On the way *to* work one morning, I actually got rear-ended because I didn't take off fast enough. It was a little old lady and she was just, like "Oh, I'm sorry, I thought you'd gone on" Neither car was damaged, so we agreed not to bother with anything official and just left. Then as I was going home each day, it was *even worse*. The gearing on my small truck wasn't the best for take off, so I had to take off right around tire chirping speed and keep the little 2.8 v6 floored till I got up to the speed of the pack, and the whole time others were zipping around me, so even though I was taking off as fast as I possibly could, I wasn't "getting ahead" of *anybody*, but I still had to take off and go as fast as I possibly could (up to pack speeds) just to keep from getting run over. Pack speeds at that time during rush hours tended to run anywhere from 5-15 mph over the speed limit, with faster folks getting on ahead at the first few lights so at least we didn't have to worry about them any more. It'd also be an absolute mess to try to have the speed limiter somehow "sense" what the speed limit is supposed to be where the car is at. Like, is it supposed to limit your speed to 30, in 30mph zones, and 70 in 70mph zones? I haven't seen any sort of technology that could do that, that *isn't infallible*. GPS? I just recently watched a video where GPS keeps sending delivery drivers *literally* through a guy's yard. He put up cones to try and stop them, and they just moved the cones lol GPS is *totally NOT infallible*, and with the way I've already mentioned about how a lot of drivers would get *trained* to just floor it all the time, since it's limited so why not? Well, what happens when somebody used to flooring it to get to or stay at 30, or 45, suddenly decides it's okay to go 70, or unlimited? I mean, you'd kind of have to have some sort of unlimited mode, otherwise in a "smart system", what would happen if it loses connection with the signal or whatever saying what the local speed limit is? Would the car just, like, *stop*? And what happens when you are passing somebody at 70, and suddenly your car decides the local speed limit is 30? Does your engine just cut out? The whole framework required for "smart limiters" would be *ridiculously complicated and expensive, while STILL not being infallible*, making it a very expensive way to potentially cause even more accidents due to taking control away from the driver in potentially dangerous situations, while simultaneously training drivers to be even more aggressive and take more chances, because of increased traffic density and the belief that you essentially "can't speed" anymore. "Dumb limiters", that just set the max speed at, or a little above, the maximum highway speed in the country - wont decrease lower speed accidents (although the possibility of problems with the limiters causing issues that could lead to accidents would now also be there), but could potentially *increase* high speed accidents in any case where a little more speed could have prevented an accident, and/or cases where the limiters might cause a problem that could lead to an accident. Not only all that, but you also create a potential "black market" for devices or services that will defeat the limiters, AND will have to create some sort department to try and somehow monitor/enforce the use of the devices, and to try and eradicate or at least decrease the black market that was *created* by the devices in the first place. The devices have to be manufactured by someone, and installed by someone, and that'll have to be watched over/controlled by someone. An entire unnecessary industry will need to be created. So, more legislation will be required, more laws, more cost, upon cost... And who is going to pay for all of that? What will punishments be for failing to comply? High fines for not using the stuff your higher taxes paid for? Jail time? Will they take your vehicle? And who is going to be considered *responsible* for any accidents and/or property destruction caused when these devices malfunction, because of course, a percentage of them WILL malfunction. And a percentage of those malfunctions will cause some deaths. So, what do we consider *acceptable losses* caused by these limiter devices? Driving is a dangerous. But taking various levels of control away from the driver, isn't necessarily going to make driving "safer". It *might* even make things MORE dangerous, in many ways.

@@CGrantL If they implemented this in the United States I'm sure they would make the vehicle onwer pay for them. Then they would tax the install and inspection. They'd make you pay tax on the actual air you used according to the meter too. They wouldn't care about how much it cost because they wouldn't pay for it. Is the vehicle owner would. Fuel is already taxed but they don't use that tax money for road infrastructure like they are supposed. As for me I am not for an environmental tax. Nor do I believe in unrealistic fuel economy standards. I believe automobile should be manufactured to last as long as possible. They should be as maintainable and repairable as possible. Not chasing unrealistic energy efficiently ratios while becoming ever more fragile and short lived.

Propane injection will decrease the ambient air consumption. "IF" you can put together a HHO or browns gas generator that is efficient enough, the gas generated can also replace a portion of abient air ingested be an engine.
