“A Tennessee sheriff is being sued for using excessive force after he was recorded boasting he had told officers to shoot a man rather than risk damaging police cars by ramming him off the road.
“They said ‘we’re ramming him,’” Sheriff Oddie Shoupe of White County said on tape in the aftermath of the killing of suspect Michael Dial. “I said, ‘Don’t ram him, shoot him.’ Fuck that shit. Ain’t gonna tear up my cars.”
Shoupe arrived on the scene shortly after police had shot Dial at the conclusion of a low-speed chase, clearly upset he had missed the excitement.
“I love this shit,” Shoupe said, apparently unaware that his comments were being picked up by another deputy’s body-worn camera. “God, I tell you what, I thrive on it.
“If they don’t think I’ll give the damn order to kill that motherfucker they’re full of shit,” he added, laughing. “Take him out. I’m here on the damn wrong end of the county,” he said.
Shoupe’s comments have prompted a federal lawsuit from Dial’s widow, Robyn Dial, alleging the use of excessive force against her late husband, who was unarmed.”

Driving on a suspended license can be a pretty serious crime in the US. This depends upon the State and Local Laws and how many times someone has been convicted of driving with a suspended license. In some cases "Driving while Suspended" can result in months in Jail. In repeated cases, even Prison time. I agree "any means necessary" is a bit nutty for someone who is a "scofflaw".

Not every cop, just the ones that shot at him. Everyone else seemed to be fine as they may have just been following normal procedures by knocking him off the road to arrest him, but then you have these guys come him guns blazing. Get rid of the bad apples, not every apple.

Sadly, a large population in the US sucks up to power regardless. It might have something to do with how you're treated by society when you don't. This extends from the social world to those of business and government, and has been getting increasingly so ever since the 80s. Germany learned from its past, just as America did - the difference is that one country truly learned the hard lessons and the other has been blowing more and more smoke after a few decades of pretense....

maybe you should google oury jalloh or amnesty internationals report on german police violence. It is not as bad as the worst states in the USA yeah. But it is damn bad here, they are already getting tanks and stuff for the police to militarize it and police training is changed. Earlier in every part of germany they had to do atleast 2 years of community patroling and being at public events so to encourage connection with the community. Nowadays your first year you are put in the "Hundertschaften" where you go to demonstrations and football matches (hooligans) to learn how to grab and punch people and to get a routine for it to discard any kinda emotianal personal reaction.

In the 70's and 80's cops routinely carried what was known as a "throw down" with them which was a knife or a pistol that would be put next to the victim. So the number is pretty high.

Reminds me of stories where a small portion of low-ranking Nazi soldiers who were guarding extermination camps resorted to alcoholism and rampant drug use because they simply couldn't deal with the loss of life and the crimes against humanity being committed by their superiors. Nazi soldiers who broke down because their ethics simply couldn't handle what they were witnessing were looked down upon by their compatriots; much like in this video that you see here.

My question is why any officer would follow such an order knowing it was just a suspended license. I guarantee the lawsuit is going to cost far more than what it would've cost to fix a police cruiser. Apparently the psychological testing for law enforcement officers in this area is non existent.

The hierarchy is very clear in police forces. They're not wishy-washy with who is whom's superior. So in a stressful situation you listen. Still, I agree that you should be thinking ahead when in a car chase and you should know what you're going to do to the subject. "Killing him" shouldn't be the first thing you think and if the order comes through the radio there should be something to make you stop and ask back. Then again, the Sheriff made sure to repeat the order several times to let it sink in.

Imsider Tip: Suspensed License means that the cops KNOW WHO HE IS and WHERE HE LIVES. Call off the chase. Pick him up later at dinnertime. Easy peasy. Everyone safe, and no cars damaged.

When people refer to these cops as "bad apples" as some sort of excuse, like "hey at least there's only a few" they are forgetting the metaphor. The thing is, bad apples are exactly what these cops are. We saw it happening on video. What do bad apples do? They spoil the bunch. The cop that killed that guy was having an issue. There's no way he can consolidate what he did. But the sheriff took that and twisted it around and tried to push the guy to accept what he'd done. And then on reflection he's like "well if he can't handle it he'll just have to go" Bad apples spoil bunches. Bad apples make all the apples bad. You need to get rid of them before they wreck the whole batch. When it comes to cops you need to get rid of these bad motivators before the only viable solution is to dissolve the whole force and start from scratch.

I am not a US citizen - i´m from Europe and we generally do not have police with this kind of mindset. But my thought is that most civilized countries should put out an official travel warning for tourists. Seems likely to be shot by gangster or police. This was downright murder!

I don't get how they got away with this execution. Once they nudged the guy off the road he no longer posed a threat to anyone unless he was brandishing a weapon at them; therefore, they should have given him an opportunity to surrender. That was straight up murder for their entertainment!

I know this stuff happens to blacks at a much higher rate. I appreciate TYT for calling that out... I still appreciate that they didn't mention race in this coverage. i think mentioning that it was a white guy would've made the point that some cops do it because they want to kill people. black people probably get targeted more because the cops probably figure that they have a better chance of getting away with it. still a white guy will do when the opportunity arises for them too.

There is absolutely no justification for this. Deadly response was disproportionate and unnecessary. In addition, the sheriff cannot order, what was in effect an execution. The officer who fires his weapon must be able to justify doing so and it must be in proportion to the threat. Those who fired their guns and particularly the Sherriff, should be put before the courts. Disgusting gung-ho policing and nothing less than murder. None of what we witnessed would appear in any training manual and the audio recording, shows the sheriffs exact mindset.

Have you ever tried? Seriously? I think these cops are psychos and murderers but don't make shit up. I've only fired a berretta 9mm one time... ONCE ( I use rifles) and was hitting the target at 100yrds with every shot. At 50 I could actually hit locations on the target and 25 was a joke. That was my first and only time firing a pistol... Now firing quickly and in a rush... well you'd hit the barn door, but probably only hit paper 1-2 rounds in the entire magazine would be my guess but an experienced shooter... probably a lot more accurate.

You're picking nits because none of that applies here. We got a guy who was not driving recklessly, not speeding, not on surface streets, not armed, and uh... I guess not pulling over. This happens all the time and they send a trooper down in front of the car with a spike strip, wait for the car to come to a stop (which it will even if it has to be driving on rims first), and then execute a felony stop. They murdered a man who only deserved to go to jail and have his day in court.

ollopa1 Actually you're right if you watch COPS! However, they were operating under the Sheriff of ITSMYCOUNTY, Tennessee's rules of engagement. He used the Supreme Court Decision regarding "feeling a threat" to anything as listed above which is why there was no prosecution. "Feelings" are subjective and not objective as you could tell by the video. The deputy who did the shooting was physically ill and emotionally traumatized, however, the Sheriff "loves this, and thrives on it." Feelings are very different for everyone, and if the officer wants to keep his job "in the big leagues" (I would have quit already) he'll keep his mouth shut!!!

Its NOT poor training.... Its the culture we created. We built an environment that celebrates this kind of nonsense. We don't value human life. Most Americans would sooner step over a man dying in the street then reach out a helping hand. Our own selfishness and arrogance has brought us to this point. I've been to lovely countries around the world where crimes like these are practically non existent. The biggest difference between us and them I believe is our value for human lives with comparison to our own. Unfortunately I don't know how we can change this or if we even can.

In many of these police shootings after the shooting, the officer will appear on camera acting like he is all broken up that he had to kill somebody. That officer emptied a clip and then reloaded to continue shooting. He was at least 50 feet away and the car was stuck in a ditch, what reasonable person would start shooting at that point.
