the DENR has the V-37 form which has the claimant owner of that lot if it only has a tax declaration. If the names match with the Municipal Assessor's office, you can also check the identity of the seller/s if the claimant is dead, you need to check the names of the children/heirs through the barangay captain to meet the children and neighbors can identify them. All the children/heirs need to sign the absolute deed of sale. In cases like this hire a local town lawyer to verify all information. If you are going to pay millions , best get a lawyer and the local surveyor.

They are preselling a raw subdivided lot in Bolinao. I just want to ask if they need to register their business separately in Bolinao? Don't lease an undeveloped farm lot. Sorry to be blunt. As soon as you have spent a fortune on development, they will break the lease and you will not get decent legal support. Bitter experience, been here almost 15 years.

Oh, make sure you have a notarized contract to sell signed by the registered owners indicated in the property title and every time you pay, ask for an acknowledgement receipt signed and received by the registered owners. Also conduct due diligence by verifying tax declaration in LGU, and property title at registry of deeds. Identity of the owner needs also to be verified.

@@annavillarica it has nothing to do with bureaucracy. There should be any government involvement here. Only recording of the paperwork. What I mean is the total lack of standards, protocols and established procedures. It’s different everywhere. There are no title companies that insure that the title, ownership or anything else is what the seller says it is. You don’t know if attorneys do their jobs properly and protect your interests until it’s too late. Squatters have more rights than owners I’m told. There is no appraisal to establish value property is sold the same way the sell fish. Can’t trust half the lawyers. At every turn you are at risk. The only certainty is the money you’re spending. That has to be genuine. I can’t tell you how many times my wife has told me some property is for sales. When I go see it, it’s totally uncared for and they are asking crazy prices for it like it’s jewelry or something. Chances are high they might not even own it or 10 other family members have claims to the property. They are just hoping they will get lucky and sell it to me. Then they ask you to pay their capital gains! Probably a good idea because if they don’t the government will ask the new property owner to pay. Just like lending money out. They never pay it back! All this and so much more. Surprisingly you’re Filipina and asking me what I mean. You should know.
