Ok, i did some sleuthing. You have to freeze-frame the signs on the overpasses. This is the Viaduct Diaz Ordaz. It's a local semi-limited access road of some sort.

There have been a lot reported killings in Juarez over the past few years. Just in September 5 teens were shot. In February of this year, there was a mass shooting of four men. In fact, it was the second quadruple killing in four days, the other four were strangled. Back in February of this year Juarez reported 124 homicides since January. In 2010 it had on the average 8.5 murders a day. Is there any wonder it was called the Murder Capitol of the world? Even if it's slightly safer now it's still a scary place to be.

It's not a freeway. the max posted speed is 50km/h roughly 30mph. its a bypass/byway route, clearly converted from an unused water management canal. the informational sign at 7:00 does seem to specify that through traffic must exit to the right, but I have never seen a sign like that used in such a way [ie when you CANT continue through after the sign]. bad signage. props to the pickup with the trailer who was quick to alert charlie 'ya don' goofed, ese'
