I need you guys to understand that Captains and Lieutenants (in the original Japanese, they are called VICE Captains) are practically the same in terms of authority and permissible behaviors. Hiyori is not "acting out of line" in any way other than being physically abusive, which is played for COMEDY and ALWAYS has been. Kisuke, as noted by Shinji, is an idiot and almost completely detached from the reality of other people, so yes: he is quite a degree of sociopathic and thus neglectful and misstepping in his approach to his duties. He never ONCED asked Hiyori what she's feeling/thinking or why. The burden of responsibility is and was always on HIM.

Okay so, actually when Urahara says that the people in the Maggot's Nest are future threats, what he means is their spiritual pressure is high enough that if you just let them go free, it could cause lots of potential problems. I switched from the show to the manga at the beginning of the Hueco Mundo arc, so I never watched the show after that. It's interesting how they handled catching up to the manga. I wish there was a better way to pad the show than by spotlighting a brushed over character detail and cranking it up to 11, then making that the whole episode. They did it with Soi Fon a few episodes back and now here with Hiyori.

Hachi here is a master of Bakudo, he threw a blind Sajo Sabaku (63) on Kensei, and Kensei broke free by sheer strength.

Well to prove one point when it comes to the blonde little girl that she is not wrong to really to criticize them at all because before presumably going off of her attitude she liked how things were before no one knew about this guy until all the sudden he just came out of nowhere and became the number one pick for a captain. Then he has literally done nothing or enforce any type of policy or anything on what the new group is going to be. The way that he walks and acts is very melancholy so it can come off as laziness. Which imagine your boss comes out of nowhere and has all these factors. And there's always something to do and he chooses to do nothing in your perspective. In all honesty the end of this flashback art even kind of proves or point about urahara. And that he's laid back attitude and his ability to technically be inconsiderate when she gets called out for by shenji because he doesn't completely understand people. Ends up being the biggest reason for the visors even being created because he decide to send his Lieutenant when a captain alone request his help

So these soul reapers are really powerful, and if they have dangerous ideals locking them up is bad? So crime prevention shouldn't be a thing? If we only punish people after they commit a crime then its not really stopping crime. If someone bought the stuff to make a bomb but hasn't made it yet, should they be arrested? Or should we wait until they make the bomb, or when they set it up to use on someone, or when they actually blow something up? Technically they only committed a crime after they blew something up, but feels like there are some steps along the way something should have been done to prevent the crime before it happens. Eh that's why I'm not in charge of law. Point is soul reapers are essentially walking bombs. Can't just have them monitored 24/7 for the rest of thousands of years that they live out and about. So locking them somewhere were they can live relatively in their own village seems more optimal. Not great but hey what are the alternatives. Having more aizens walking around doing whatever

Also (and I think this is only in the manga, but could be in the anime as well) Shinji explains to Urahara that the previous captain was basically Hiyori's mother; she raised her and they had been together for so long, but when the previous captain got promoted, she immediately moved to her new position. So Hiyori basically woke up, found her mom had a new job, left without even telling her and now there is this new guy she doesn't even know taking her place. And as always the anime drags things out far more.
