He was talking on multiple targets. Runnans hits three, so that’s 3, plus when he had red buff, that 2 burns on three targets off on attack. So 6 burns total with one attck

It's *very* weak. The only way it's useful is with The Collector. After all, the bleed sometimes doesn't even have a chance to proc more than one or two ticks before the opponent is just dead to the standard crit damage hose. Did that 30 damage matter when you were critting for 1100? Probably not.
