Okay, that p balloon might be the weirdest thing I’ve ever seen in a level that initially seemed to be well-made It almost seemed like the creator didn’t know you could use the p balloon like that? But there’s like no way, considering that they know enough to know how to set up shell jumps But it also is just sitting there in the open, so it’s not like it was dev cheese either? I have no idea

I think it was there as dev cheese because he could do exactly what he did, putting the shellmet on to run over the thwomps and then making the jumps to get the p balloon. It just wasn't HIDDEN dev cheese, just something for anyone who is smart enough to try.

That p-balloon was definitely supposed to just allow you to observe the level and figure out what to do. I'm guessing the creator didn't know you could hit the pow while the muncher was still on screen, or that you can hit the pow with the p-balloon period.
