Id like to think each of the Persona Protags are quiet for different reasons, Joker is Quiet because he think he is a nerd and that no one will like him, but in reality he has self confidence. As for side effects I'm sure there aren't any, it's just mentally taxing on the user shown by how all of them that used the gun Evoker slightly jacked their heads on the opposite way their Evoker was pointed (like how Yukari and Aki's head are jacked backward a bit, and how Junpei and Mitsuru's head are jacked sideways a bit) after pulling the trigger. As for why they should be afraid to use it, it was stated in the wiki. Users that have the potential needs to be under severe stress. Think of it like an innate defense mechanism of every potential users

It's funny because i vividly remember having the same reactions when I first played this game long ago. I had a friend who kept making references to it while he knew it made no sense to me, then after a while he told me "okay, try to find a RPG called Persona 3, you'll thank me later. You'll be blown away". I found it, bought it, and i instantly fell in love with that game. The way it starts? It was Perfect. I had so many questions, I wanted to know more, and fast! You seem to have played the more recent games, imagine if you have no clue about what Persona is about at all, aside that it's a RPG with mature themes. It's a great game, my favourite of the Atlus games, and on my top 5 RPGs of all times.

3:52 Fun fact. Between Persona 3 and Persona 3 FES, this is the ONLY line that was re-recorded. Yup. That’s the whole theme of persona 3: death is natural, and the quicker you realize that you will die, the quicker you’ll be able to live your life. Persona 4 is: Things happen in every day life, and if you want to see what’s going on you’ll have to be the one to uncover the truth. Persona 5: if you hold and stay stagnant, life won’t change.
