Small dev teams or one man dev. They cant do everything, so most resort to asset packs in order to concentrate on creating systems and gameplay. If you can look beyond the assets youll realize they have something good going on. Black one has a good planning system like Doorkickers or old ghost recon mixed with FPS. No one in the AAA industry not even modern Ghost recon does this anymore.

@@Darkdiver28 It wasn't a criticism, I was answering a question. I am personally tired of all the "default UE4/5 look" shooters that keep popping up, though. I think it's valuable to put work into making your game standout visually, even if its not something drastic. Either way, I think the game looks fun.
