In the case of murder, you're correct -- the dead are unable to forgive their murderers. The person who committed the crime will have to live with knowing they will never be able to apologize and never receive absolution. But most of us aren't murderers and most of those we injured or harmed aren't dead. If we can't obtain forgiveness then we're forced to try very hard not to inflict suffering on others that will lead to a heavy burden of guilt we're forced to carry for the rest of our lives. Perhaps never receiving "absolution" for pain we've intentionally inflicted is the most effective driver of personal change and maturity. I believe that burden of guilt does more to make us decent, kind people than an authority figure we haven't harmed giving us the cheap grace of a "pardon".
