This is the same form when you ask a child to do a pushup, because they don’t have the strength for a proper pushup, and do this for unsafe mechanical leverage and no range of motion. Until hopefully they learn and build the strength in life to do a full range of motion pushup. And some people never learn it.

Simple way to solve it is to have a button counter at a set height from the ground that counts 1rep digitally each time your chest comes down to touch it. You would still have to judge the upward movement/extension, but the depth of each push up seems to be where everyone who says they can do 100+ (or 1575) is cheating lately. The standard seems to have changed drastically...

GBWR is such an odd organization. Having worked with them closely, while pursuing breaking multiple box jump related world records, I’ve found interactions with them to be quite confusing and laughable. When I first applied a records idea for “Highest Running Box Jump”, this is after breaking the “Highest Standing Box Jump” multiple times (which they refer to as “Highest Leap onto a Vertical Platform”), the record idea was denied by GBWR. Why? (You might ask) They stated that record variation was too similar to the “High Jump” in the Olympics, and to “Hurdle” events. I refuted their claim with video evidence and they would have nothing to do with it. For an organization dedicated to being precise and exact, at times … they just aren’t.

To be a senior and repping out those tight pushups like that is completely badass and something we can all wish for. The funny thing is that their rules are extremely strict...meaning it can be about anything for a single movement, but the rules for that are written very strictly as I've went thru this process several times. This means that they wrote the rules to allow that, but shouldve never been called it a pushup. It should be named "modified pushup" or "half pushup". Regardless, it's impressive to do that many. If you wanna see something impressive, lookup the guy who can do like 11+ "Sally Ups" in a row.

These pushups should be called Partial Repetition Pushups - You can overcompensate and accidentally become strong in this range when you initially learn the push up when doing it improperly by not going to the floor and extending to at least 95% extension. Overtime and with practice and by avoiding proper pushups you become extremely strong in this partial range-while not a full rep it is still hard to become effective at this most ineffective style of push up - ironic

Donna does an ok range of motion. Better than the guy but ya she isn’t doing the full range of motion. Chest to floor is dumb IMO as the generally accepted range is tricep parallel even if the rules generally say elbow 90. Elbow at 90 would not be as deep as we look for since the forearm isn’t perpendicular to the floor. That being said, it’s a game and you have to know the rules so you can ride that line. If Guinness doesn’t care about lockout or chest to floor, why do it? If no one in the past held the standard, why should you? Winning is usually done by gaming the rules. Purists can say those don’t count, and I agree. However, if Guiness says they do, that’s all that matters to setting the record. IMO they should have a button that you chest taps and it credits you the rep. Remember in school when you had to touch your partners hand that was on the floor?

My problem with your criticism is that you're applying the Crossfit standard of what a push up is to someone not doing or competing in Crossfit. I can tell you from 26 years of active duty service and hundreds, if not thousands, of Physical Fitness Tests where the first event is the push up, there is no prescribed standard that your chest must touch the ground for a push up repetition to be counted. For a push up repetition to count, the upper portion of the arm (think about measuring from the elbow to the shoulder) must at least be parallel to the ground in the "down" position. For some people this means their chest is touching the ground, and for others it means their chest is not touching the ground. In fact, the rationale for not requiring the chest to touch the ground is to prevent a rebounding effect whereby an individual could "bounce" themselves off the ground to gain additional repetitions. If she were competing in Crossfit or representing Crossfit then I would have no problems with your take on this, but she isn't, so your application of the "Crossfit movement standard" is irrelevant in this case.
