I know a guy here in NZ with an Evo 2 RS, that ran a 10.9 second quarter mile with the standard engine and turbo. He modified the diffs, intake, exhaust, boost and removed most of the interior. I think he might have improved the fuel system somewhat as well to enable more boost. Like bigger fuel pump and injectors. The ECU would have needed re mapping a little as well.
