Originally the hill was used to send signals by raising flags. Thus, in Chinese it is called "raising the flag hill". Later the british used penang hill. Even malays called it "flag hill" or "bukit bendera"

Fun fact about Penang Hill? Well, one fun fact is that, like what the other commenter said, the locals don't call it "Penang Hill". It's basically "Flag Hill". Edit: An additional trivia, the reason there wasn't much of a line when you ascended was probably because that you were there on a Friday afternoon. Locals who are muslims wee doing their Friday afternoon prayer at the time so that was prolly why you didn't have a long line.
