On the Side of the road this digging sewages, are there smelling bad? for example is there also the things from the Toilet going there or is this only for Rain-water to not flood the roads ect?

No they don't smell bad. They are for flowing water. The sewage doesn't go there. The sewage goes into underground septic tanks.
