Actually it's not Godzilla's dorsal plate it's Dagon's. That's an ancient weapon made from the dorsal plate of one of Godzilla's species. That shot where you see an alien is most likely a flashback. Kong finds that ancient weapon and fights Godzilla with it.

Just so you know, King Ghidorah (from King Of The Monsters) was an alien. The flying cobra monsters aren’t aliens. They’re natives to the hollow earth- part of the Legendary monster movies is that there are pockets that go deep underground where the megafauna go to hibernate or live so that they can absorb the radiation from the earths core. It is unknown how many titans are still alive, hibernating or dead, but only those awakened by accident or those that are the strongest of their species seem to live near the surface. Almost all of them quite literally answer to Godzilla, because if they disobey him or try to rebel, he just brutalizes them before killing them. He prefers to keep most of them within the hollow earth and hibernating. Either way, aliens were introduced in KOTM with Ghidorah.
