Yes, The incredible give Jack Jack those powers probably because of the movie Monsters inc. However, that was all an exaggeration by the monsters. Not only that, but Monsters inc. takes place in the Far Future, where the Monsters turned closet doors from the past into portals that allows Monsters to travel back to any year. That is why Monsters Fear the touch of Humans because of the diseases they might carry. But yes, It is connected to the incredibles due to them stating superpowers that has been used in a later movie

Actually all pixar movies up to brave before disney bought them off were all connected indicating that its in the same universe. Sadly disney doesnt do it anymore.
