some place they put chilly in every dishes to serve the customer. In case you can't eat too hot and spicy food, you just tell waiter/waitress or even chef "no chilly" or "little bit hot". They will serve you a plain noodle dish, so that you can add as you want the chilly or sauce prepared for customer on every table.
