I still don't follow. I didn't see any ambiguity in any of the phrases you mention. "I have a dog"=statement of fact "I have a dog not"=statement of fact that I don't have a dog "Have I a dog" = question. Even without the question mark it's obvious So I don't see any need for the addition of "do". Obviously I still use "do" because "Have I a dog" is not a natural sentence structure for a native speaker. Even so "Have I a dog" would be clearly understood, by any native speaker, to be a question.
