I keep rainbow shiners, and I can tell you that they get that colour, but only when they are breeding. One way that you can force them to breed is to turn the temperature down on them, then come back up slowly. The Rainbow Shiner is a North American fish species from the Cumberland River drainage in Tennessee. They are extinct from the Cumberland river itself, and are really only found in rocky tributaries to the Cumberland River. In that habitat they are thriving though, except in cases where the runoff is extremely polluted. Therefore, even though they are extinct in the Cumberland River, they are ICUN rated as "least concern." In the wild, they spawn in spring, and since the water at that time of year in Tennessee is chilli, you can push the temp down quite a way and they will still be fine. You can't get it too cold if you are keeping them at room temperature, and if you're serious about breeding them, you might even want to put a chiller on them and bring them down to 55 degrees or colder in the winter (no lower than 48 degrees though), then gradually let them come up to room temperature. They will really appreciate a small amount of current, though it's not necessary, and oxygenation is really important for breading them. Depending on how cold you keep your house, you may need to put a heater in for the summer months, but you really won't want to bring the temperature in their water up over 80 degrees. Remember, these fish live in rocky, well oxygenated spring-fed streams in the wild. As the water gets warmer, you will need to make certain more dissolved oxygen gets into the water. Oxygen tends to come out of solution the warmer the water is, so bump the bubbler up a bit as the temp approaches 80. They will go into their breeding colours way before the water reaches 80, and breeding will be over by the time the temp gets that high. One other thing is to remember that they only take on that beautiful colour during the breeding season. It is at its brightest when the sunlight reflects off of their scales just right. They will still have those colours during the breeding season even if the sunlight isn't hitting them directly, but they won't have that almost metallic sheen unless the light is hitting them just right. It's not a year round thing though. I would recommend that the owner get rid of the plants, and put smooth, rounded stone on gravel to mimic their natural environment the best. If he can get a little current going and let them school up, then they will probably do better, and they will colour up a bit better for him in the spring. He will need to give them some sort of a cue that it's spring, whether that is by putting them near a window so that they can get the cues from the sun, or whether it's by slowly changing the water temperature, or both. They will live a healthy life without those cues, but they probably won't get their best breeding colours without it. With those cues, they will look every bit as good as the pictures look. Mine do.

This isn't true. Having a set of lights on a high setting will use more energy than lights on a lower setting. With LEDs the brightness setting is controlled by turning off and on the circuit quicker or slower. With incandescent you are using a light with a lower wattage rate if you wish to dim it. Lower watts means lower power.

How do you tell when a traditional sponge filter needs cleaning? An HOB filter will struggle to output water when it gets dirty. The sponge filter you have has an outflow above the water, which I have never seen before.

I hope you read this! I have a solution to your problem...I purchased the smallest pond pump from harbor freight and when I do water changes on my 55gallon I put it in the tank and hook it to a long hose I got from lowes I think it's a 5/8" and out the window it goes, then I 3/4 fill the 5 gallon bucket up and put the pump in that and pump back into the aquarium using the siphon hose that you get with the aquarium cleaning siphon. the small pump cost like 12$ and it had a dial on it for how much pressure...if i keep the bucket on the floor it has to be all the way up or not enough pressure to pull the water from the bucket. I plug it into one of those multi outlets and use the kill switch to turn it off and on because it doesn't have one, plugged in is on and unplugged is off... I have also used this with 3 5 gallon tanks the 10 gallon and the 20 long. works like a charm, I just don't send the water out the window...I know it kinda sounds like a pita, but I can do water changes by myself now and not dragging tank water across the carpet 😮😊😅

50% less wattage is definitely not 50% less power. There's a minimum power. Then as you increase the output, you need more current, more power as a result. Over time all LEDs will degrade, which does modify that current being used up as things deteriorate.
