ok as far as a different name would be making them heroes? not any more than they are with the pirate title. Think of when their notoriety started. after the whole arlong arc is when the bounty happened. before that it's like they were lets say vigilanties. the people they help will love them like the people in the town that buggy ruled and the navy he saved from axe hand morgan and the people he saved from arlong, plus the drum island etc., but the law enforcement military would still very much dislike them for going against the proper procedure and laws and stuff. i mean this is apparent because he wasn't given a bounty until he punched that one nezumi guy in the face after beating arlong, axe hand the others were glad to be rid of him so I doubt they even made a big deal of it, but that one had a personal agenda so even if he didn't go by pirate or went by say pirate hunter like zoro was or adventurer or hero he would have been labeled as a villain at that point.
