nope, ive formed it in my game it only has cores on northern russia, also a way to bypass the 60 compliance barrier is to puppet the regions you need, and then when you complete the focus the game will give you the regions you have the cores

Estonia is my favourite Baltic nation to play because if the soviets have a civil war it's quite easy to get the finno-ugra. Edit: for any compliance thing just puppet the nation and you don't need compliance because they have cores

my strategy with estonia is to form finno ugra, then unify baltics, research paratroopers and join the war against the uk, try to get brabant from Germany so all the french land invaded from the benelux goes to you, quickly paratroop england and send your army to the isles. around this time the Soviets declare war, I don't remember if i built forts or not but the war isn't that hard when you've got french and british puppets

The Soviet puppet one is decently fun. You get a focus for a free factory for every focus you do on the left side of the tree(ally or axis investments) which a few of them provide factories too. I did strat bomber belarus and we beat the axis.

Funny that most of Estonian players decides to directly annex Northern Scandinavia instead of let your Swedish/Norway puppet control it for the time being. Since in the focus tree for both "Proclaim Finno-Ugra" and "Estonia is Scandinavic" it's allowed for your puppet to hold their cores, and when the focus is completed, they would give them to you as your cores, significantly reduces lives lost for garrisoning them..... I'd say it's a great foresight from the developers since the Baltics has little manpower to spare unless we core Poland peacefully.

I did a Japanese playthrough over the past few days after not playing HOI for a few months and god damn pushing into Russia (from the Caucuses, Central Asia and the Far East) was pure misery. By the end of it the only front that was moving was in central Russia (with brain-dead Axis AI only really just plugging gaps) and even then I had to resort to moving my tanks back and forth between the supply hubs and the front line to push anywhere.
