The reason for 3/4 bases isn't because of intended play for single player. It's performance related and for when playing multi-player. Using 10 bases is not a problem.

23% is the PROGRESS of the catch not the chance to catch. To see the chance to catch, hold in the throw button and hover over the pal, it'll show your catch rate which is different then the progress bar---and yes its a bit confusing.

Loving the game, might end up grinding a bit and then giving another extended break to keep it fresh for me. Gotta say though that the Dungeon crashes many of us Xbox players are still experiencing are quite annoying. The good stuff is locked behind Dungeon content and the crashes make most of it unaccessible to me. 😢

Sadly, that's how it works sometimes. Even when you weaken it as much as possible, it still may not work the few times. Success is not guaranteed, it just offers better chances when they're weakened. Legendaries are the same, it may take several balls for it to stay in because naturally, the catch chance is very low, even when they're severely weakened.
