If I remember correctly, this is actually a reference to a person that that heard that lapis was going extinct so he caught and breed thousands of them and released them in the wild so in the next game release this saying that a breeder ended up restoring their population for his work he did in one game.

@@luizfelipevbf5567 no, it may be because Lapras are more successful hunters compared to Bruxish that bruxish can find less prey to hunt. after all, we dont know Lapras' dietary, but we know that Bruxish are predators because of their teeth meant for cutting and ripping instead of crumbling and gnawing. or if we think Lapras as a Herbivore, it may be because Lapras are SO good at protecting themselves that more bruxish dies compared to Lapras when bruxish and lapras encounter in wild. points: Lapras are said to be smart enough to understand Human speech, and its constantly said to be an intelligent pokemon. while Bruxish are aquatory predator at best. it isnt that hard to say that a Lapras can learn attacks like Thunderbolt(a move that is teachable to Lapras via TM) to repel their hunters. or if you want to do it with natural movesets, Lapras can learn Sing, Ice Beam, Hydro Pump, and Confuse ray to make them harder to be preyed on(ice and sleep status conditions are a bitch) and Sheer Cold or Perish Song to hurt their wannabe attacker badly.
