Here's a fun new way to try using Smeargle as a lead. It works quite well with anything that can use Contrary, also would recommend with a nice Trick Room Gothitelle.

Alternative to Burning Bulwark, one could use the Spidops move that decreases speed so you might have a better chance to set up the web. But burning Ambipoms is fun though

You're remembering right, I remember the huge letdown some of the creative youtubers hit when they tried the same concept on console and it fails. Maybe they changed it with the new gen or maybe showdown is implementing as it makes sense instead of being fully faithful to the games.
