Any place with more humidity in air, is not suitable for air cooler. Because the air is already saturated with water vapour, so the air passing through the air cooler won't lose its heat to the water. Though, the hotter the air gets, the more humidity it can hold. So it may reduce the temperatures a bit when the temperatures are around 40 degree c or more. So if you are around coastal areas and looking to buy an air cooler, check the efficacy in a local store (same area with sea wind) and buy.
