The fact so many got tickets pretty much proves the limit set was way lower than expected or that was natural for the road and number of lanes available. Fortunately in my state speed and red light cameras are illegal... and you can request a jury trial even for minor traffic offenses.

Guaranteed those numbers are an account that is not owned by the state or city - but a revenue generating business that kicks back a small percentage of the money to the municipality - that's why they changed the "payable to". Same as when you need a police report for a traffic accident, you have to PAY an independent company for the report and your city gets a kickback.

That's historically been the case with many speeding and red light enforcement programs -- perverse financial incentives and dubious arrangements with private contractors -- though it seems New York State is making a genuine effort to avoid bad incentives and keep the focus and the money on safety. 60% of funds from this enforcement program go right back into those highway work zones, and there's a lot of transparency on when and where the cameras are up.

Down the street from me is Allentown NJ. They have signs up now that state Traffic Tickets are now Mandatory Court Appearance. Don't know when it started? As I don't pass through there much.

The court ought to throw this out on the numbers alone. If over 6000 drivers per day drove by too fast then they were surely going with the flow of traffic, and the signage/controls set up at the construction sites must have been ineffective, and not only that, after the first day the state must have known they were ineffective and allowed the situation to continue for 3 more days. Why did the state knowingly let construction workers continue to work in conditions so dangerous that drivers were being fined by the thousands? Was there no duty to improve the situation if it was so dangerous? If it wasn't dangerous why 25,000 tickets? Let's say most traffic passes in a 12 hour window, 6000 tickets/day is over 8 per minute during that window, more at times. They are claiming workers were threatened every 7 seconds.

Wrong the “Flow of traffic” doesn’t mean it’s okay, if 90% of traffic doesn’t follow the signs the way you make them pay attention next time Is by issuing a ticket, it should also increase exponentially for additional work zone tickets.

Having worked road construction for a couple of summers to help pay for college all I can say the fines should be doubled what they were. It's a construction zone SLOW the F down. If you can't see the orange barrels you probably shouldn't be driving a car. I hope they make the people who challenge the tickets pay court costs when they lose.

I would generally agree with you.. But the fact so many tickets were issued tells me that the speed they set in the zone.. was much lower than needed. Going with the natural flow of traffic is the SAFEST way to prevent and accident... that will likely spill over into the construction zone. Speed cameras are illegal in my state.. want to enforce it.. pay a cop to sit there.. that would actually get people to slow down.. But its not about safety for the construction people.. it is revenue enhancement plain and simple.

What is the certification of this camera? Who certifies it? How is it certified and calibrated? Does the certification meet the state certification and calibration criteria before being into use? How does a camera answere any of these questions during a cross examination?

For NY they are self-calibrated every day with a fork and must pass an independent lab audit annually.

Something is wrong with third parties collecting fines and then kicking back a portion to the city. It should be the other way around -- i.e. the city should be collecting the fines and then pay the contractors contracted with the city out of that revenue. All revenues (fines, taxes, etc.) should always be first deposited in the city treasury, then an accounting made of everything that comes out and why.

That’s not what’s happening here. The recipient is changing the Pay To The Order Of Line which is illegal. Walmart is still printing Walmart on your check you use to pay with which is fine because that is who you are paying.

So how does this play out if you've lent your car to someone? If I lend a car to someone and they get pulled over, they personally get the ticket. How does the camera know who's driving? Is there a procedure in place to contest this? Or is the relative low fine in place to make it easier to pay than fight?

@@ORRadtech that is why in many states where speed camera are put up, there really isn't traditional court to show up and fight a ticket. It is shoved through another agency that doesn't report that speeding or points on a driver's license. It is all about revenue generation and that's it. When this happens, they basically bill the vehicle not the driver so it would be up to the person who loaned their car out to try and seek remedy with the offender. I'm not sure about these jokers though.

@@ORRadtech , in my country finland, the speed camera takes a photo from front of the car, there can see the face of the driver, first the fine goes to the owner of the car, then he has to reply that he didn't drive the car, then police will investigate the photo and police have to find out the true driver and the car ower have right to remain silent, he don't have to help police in their investigation.

Ha, the numbers on the pay to line is an ink jet spray applied by the scanner of the check. Usually its applied to the back of the check, but if you put it in the machine backwards, you'll get these results. The lady who's payable to line was "erased" very likely just left it blank. Ask a local bank teller.
