Unless you've fixed up parks before, he could be just saying logical things. "that's not in the budget any more so we're using this now - it works just as good" I guess he could've learned that since but the wording doesn't suggest that. I've not come across new concrete replacing old concrete that hasn't chipped and caused problems and the new crete for the spine goes well beyond their cut so it's gonna chip just hopefully not too bad EDIT: yeah there's a lot of buzzwords here so if he actually knows what he's talking about, he's bad at being put on the spot

Lower Bob's is wonderfully sketchy, dead cars everywhere, if you fly out of the bowl you don't know what's on the other side to land on, the spray paint can be mad slippery, and I stabbed the fuck outta my hand on a cut off fence. I love it, it's what skating in gritty Oakland is all about. Berkeley and Emeryville parks are dope too.
