Unimportant but Yajirobe was close to being number 1 at one point. When he first appeared, its arguable that only King Piccolo was more powerful. He was outclassed by goku at hand 2 hand, but he spliced Tambourine i think, with 0 effort. He's got my bet on taking out goku at that point and by that metric, anyone not named King Piccolo or technically Kami at that time
