Sikyong and Home Ministry General Secretary sought a top down grassroots sign in from Tibetans re HH the Dalai Lama 15th reincarnation. Reminds me of Sikkim's Chogyal who lost his kingship in 1975 after 60 k mostly Nepalese voted to end monarchy while 15k Bhutia Lepcha voted to keep monarchy. So some 100K Tibetans in settlements vote yes so that CCP bring millions anti. The policy on the status of HH the Dalai Lama and Tibet was based on history, law, treaties and the wishes of 6 million Tibetans-- i.e., the Tibetans of the three cholkas. After saying the Garden Phodrang and HH the Dalai Lama 's ties with Tibetans will continue life after life why put it to vote for a handful of people. The status of HH the Dalai Lama is not up to sign in sheets because it is a spiritual matter of quantum physics in the realm of gods and eternal principles.
