its the whole upper part of the dress thats pulled down to the waist and then wrapped around it with the sleeves. yes a lot of people wear it every day

Looking at the video again, check out the men, is that their coats wrap around their waist with the sleeves tied at their belly or is it more clothing? On women it looks like they have a lot of clothing sheets their body
