"arrest rates" don't take into account things like "people wrongly arrested for crimes they didn't commit" and "people not getting caught", whereas an actual "crime rates" statistic is very difficult to actually get. the relevant part is that, at least in america, cops will focus their efforts on patrolling areas with high arrest rates, thus arresting more people in those areas, thus increasing the arrest rate in those areas. traditionally and practically, this has meant a vicious cycle of "cops hanging around black neighborhoods and disproportionately targeting black people for arrests"

In simpler terms : charaterisation=/=themes (they support one another but aren't synonymous). For exemple, Obi-Wan Kenobi often makes sarcastic remarks. Are Star Wars movies all about making silly jokes in the face of mortal danger ? No, that's just Obi-Wan's personality. Goku eats a lot. Does that mean Dragon Ball makes a statement about the power of well-cooked meals ? No, it just means Goku has a massive appetite. And let's also not forget that the video isn't meant to be taken seriously. 🗿🗿🗿

See I'm not complaining about Happy Chaos's spot as not Racist, but I think many people will make the mistake and believe he is unbelievablely racist just because he is so psychotic unstable. I Almost think HC would need his own catagory. Its in his moniker, " Gunslinging Broken Messiah" more notably Messiah. In order for someone to be a Messiah, a savior of humanity, one most be fully devoted to the salvation of man, regardless of race or bias or wealth. Whatever salvation may be, through Christianity, enlightenment through Nirvana, or The Backyard. If we can believe Happy Chao's theme, Drift, he ultimately STRIVEs to create a beautiful world were everyone can be happy, so he'll keep on driftin' until he can. With that said, theres such a thing as being Too altruistic and good. And wouldn't you know... the moral alignment is called _Chaotic_ good. Its just as Anji said once, it's not that Chaos is unimaginably evil (and racist) , he is *too pure*, complete innocence to even understand evil (or racism). Also, apparently Happy was originally Irish as a human.
