Every state has their own staute of limitations. And states also allow child marriages as long parents consent on the document. If the one woman foraged both her parents signatures she can be more implicated to committing the crime as Antle. Also it's the 70s and rape, sexual assault and child molestation were still not taken seriously as crimes as they are now. Rape wasn't still officially seen as a crime. These were also committed in the South, which really doesn't take crimes against women and girls either.
