Early development
In 2015, after Total War: Warhammer was announced but before it released, Creative Assembly announced that they planned to create a trilogy of Total War: Warhammer games.[1]
In 2016, Russian data-miners discovered plans in the Total War: Warhammer game files for a third game featuring Khorne, Nurgle, Tzeentch and Slaanesh as factions.

Total War: Warhammer is part of Creative Assembly's grand strategy Total War series. Set in the grim, high fantasy world of Warhammer Fantasy, Total War: Warhammer pits many unique races in a struggle for domination of the Old World. there is a building with the dwarves, when you have made an underground city with the dwarves and you make the first branch of building, you gain a bonus of 5% gold production, except that the bonus applies indefinitely , each turn it goes up by 5%

I did this, took the money, and immediately recaptured without penalty (playing as Malakai). No army, just traded a settlement level for 20k. worth tbh

If I remember correctly Skaven currency is Warp Stone, not just currency but fuel, weapons, sorcery and just about everything else so gold is nearly worthless in the Under Empire

Ironically, Tilea took the threat of Skaven seriously compared to The Empire who had a nation wide policy of pretending they don't exist. Albeit justified as Mandred Skavenslayer got ambushed by Skaven ninjas in his sleep for waging open war agaisnt them.

After Mandred beat back the Skaven invasion, the Council of 13 forbade any open warfare to take place against the Empire until further notice. Yeah, the Empire isn't active against the Skaven, but the Skaven aren't active against the Empire. While Tilea is mostly enemy-free (except themselves), the Skaven are easily their most pestilent and omnipresent threat.

​@@BrBetimhonestly I'd assume they'd call the faction "border princes" and give them access to certain mercenary units rather than make a straight up "dogs of war" faction. Because ultimately it's not the "dogs of war" who own the land. And I'd expect them to add that faction before khuresh and ind (and possibly nippon) because the faction would share some units with existing factions, supposedly making them faster to create and implement

I think the best part of this is the fact that according to the gold pile building for Skaven in WH3 (and other extended lore), it turns out that Skaven do not actually have use for gold, and just mine it to piss off other races and factions. So that means that when Ikit got all of that gold from the now ruined settlement, it’s worthless to him. He just has it to piss off everyone else.

@@psylerious I think it happened a while back, haven't tested it recently so it MIGHT have been mod-patched...but I think it had something to do with how certain units worked. After all, it gave the Empire fantasy-TOWs as well as gyro-planes and gunship-derigibles...
