I have this lock. It has to do with a hole in the bolt thing, which moves freely back and forth and rotates, and a pin that prevents the shackle (u-shaped metal part) from moving. You have to hold it at a certain rotation and let the pin fall in the hole in the bolt, so it no longer prevents the shackle from moving.

Do people in the UK use different terms for lock anatomy? I'm pretty sure the U-shaped part of a lock is the shackle or shank, and a hasp is the latching mechanism consisting of a metal bar and loop system that the shackle of a pad lock is fed through and then pushed back into the lock body to secure say a shed or shipping container

Im guessing it was more to stop the tampering of the coins than full on theft. Because coins were made of precious metals, people used to trim tiny amounts off the edges and make a fortune. A tiny bit off every coin soon adds up. Either that or stopping the people transporting the coins from stealing one or two and claiming that it wasnt them......A kind of tamper proof seal i reckon.. but only a guess. I dont know
