Yes, he is a user! However, he most likely got that way from serving our country. Somethings are hard to deal with, and if we do come back, we might not be the same. The way that this case is being publicized, I feel that it is a blessing in disguise. It sheds the light and sets the standard for anyone else trying to scam the system. I heard he spends it on drugs to escape addiction. And like many people it was opiates he was addicted to. The meds to escape addiction are costly and it supposed to be for him to use.
