Except thats an Imperial Commando, not a Republic Commando. They use the same armor (and most RCs becaome ICs after Order 66), but with an all black motif. So from a timeline standpoint, he could very well know the quote. But how exactly did he hear about it? It's not like Obi-Wan said than in a crowded area.
