There is a USB port on the CR30s that makes it very easy to upload

Traditionally safety PLCs have included more redundancy and a limited instruction set specifically intended for safety functions where as regular PLCs have less redundancy and a greater non-safety related instruction set. There are some regular PLCs that have safety built into them also.
